Pump Outlet Safety Valve Pressure Setting is Too Low:

When the pressure at the pump outlet reaches the opening pressure set for the safety valve, the safety valve begins to relieve pressure through the bypass. At this point, the pump outlet pressure will be limited to a value below the pressure set by the safety valve. Typically, the set pressure value of the safety valve in the system is 1.2 to 1.3 times higher than the operating pressure value.
